SUMMARY
OF OCTOBER 19, 2020, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, RELATED TO THE LICENSE AMENDMENT TO ADOPT TSTF-505 PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES - RITSTF INTIATIVE 4b (EPID L-2019-LLA-0283)
On October 19, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, doing business as Xcel Energy (Xcel Energy, the licensee). The purpose of the meeting was for Xcel Energy to provide clarification of the supplemental information provided by letter dated September 1, 2020 (Agencywide Documents Access and Management System ML20245E401) related to the request to adopt Technical Specification Task Force (TSTF) Traveler TSTF-505 "Provide Risk-Informed Extended Completion Times RITSTF Initiative 4b, for Prairie Island Nuclear Generating Plant, Units 1 and 2. The meeting notice and agenda, dated October 16, 2020, are available in ADAMS at Accession No. ML20280A609. A list of attendees is provided as Enclosure 1.
The NRC staff queried the licensee on the information provided in the September 1, 2020, letter.
Specifically, the staff requested clarification on the response to the NRC staffs request for additional information (RAI) 6.a. The response to RAI 6.a states that some containment penetrations will be able to use a risk informed completion time (RICT) and some will not, and summarized the criteria used to identify the two different populations of penetrations. The licensee noted that approval of the proposed amendment would add a note providing a RICT alternative to the current fixed completion time to technical specification (TS) ACTIONS 3.6.3.A and 3.6.3.C which apply to all containment penetrations. The licensee clarified that the population of containment penetrations that can use versus those that cannot use the RICT alternative will be part of the licensee controlled administrative process implementing the RICT program and not part of the TSs. The licensee stated that control of the identification of those penetrations that can use a RICT would be determined consistent with the administration of the program. The administrative process to ensure that the RICT is only used for those penetrations that can use the alternative will also be part of the administrative program. The NRC staff stated that it understood the licensee proposal.
