SUMMARY

OF APRIL 14, 2023, PUBLIC MEETING WITH NORTHERN STATES POWER COMPANY REGARDING PLANNED LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION 3.7.8, COOLING WATER SYSTEM (EPID L-2023-LRM-0014)

On April 14, 2023, a public meeting via webinar was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota corporation (NSPM, the licensee), doing business as Xcel Energy. The purpose of the meeting was to discuss technical specification (TS) changes at the Prairie Island Nuclear Generating Plant (Prairie Island), Units 1 and 2, that the licensee plans to submit as part of a planned license amendment request (LAR) to revise TS 3.7.8, cooling water (CL) system, required actions. The meeting notice and agenda, dated March 20, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23102A270. The presentation material used by the licensee during the meeting is available at ML23102A175. A list of attendees is enclosed.

During the meeting, NSPM presented information regarding a planned LAR to revise the required actions for TS 3.7.8 by changing the logical connector between Required Actions B.1 and B.2 from AND to OR. The licensee also proposed deleting a footnote for a one-time change to the Completion Times implemented with Amendment Nos. 237 and 225 for Prairie Island, Unit 1 and Unit 2, respectively. The licensee discussed the following topics as part of its presentation:

Purpose The licensee discussed the purpose of the LAR which revises the Required Actions of TS 3.7.8, CL system, Condition B, to reduce from two to one the required number of safeguard CL pumps to be verified operable for the operable header when one CL header is inoperable. The LAR also deletes from TS 3.7.8, Condition B, a footnote from the one-time change of Amendments 237 and 225.

Background===

The licensee discussed the CL system to include system components, system design, and system response to a safeguards actuation. NSPM also discussed the capacity of the CL pumps to provide cooling in a loss-of-coolant accident condition.

Proposed licensing actions The licensee proposed to revise the required actions for TS 3.7.8 by changing the logical connector between Required Actions B.1 and B.2 from AND to OR. The licensee stated Condition B, as worded, requires more equipment to be operable than needed for the system to meet its safety function, which creates the potential for an unnecessary shutdown in certain conditions. The change would require the licensee to verify either the diesel-driven CL pump on the operable header to be operable or the 121 motor-driven CL pump to be operable (in support of the operable CL header). The licensee also proposed deleting a footnote for a one-time change to the Completion Times implemented with Amendment Nos.

NSPM discussed the use of risk-insights in the LAR to include importance of equipment in the operable CL train with the loss of redundancy, managing risk under the Maintenance Rule prior to exceeding the Completion Time of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for Condition B, and the Risk-Informed Completion Time (RICT) program in conjunction with the Maintenance Rule, if 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> is exceeded.

Schedule The licensee discussed its planned submittal schedule, requested approval date, and revised TS implementation period.

The NRC staff provided feedback on the planned submittal and asked questions throughout the presentation. The NRC staff asked the licensee to discuss the following items in more detail during the meeting:

Explain if the system design permits alignment of pumps to the opposite train.

The licensee explained that during normal operation, the system operates as a ring header.

The licensee explained operation of the system on initiation of a safeguards signal, which results in motor-operated valves closing to separate the system into two trains. The system contains one safety-related motor-driven cooling water pump that is backed by Unit 2 emergency diesel generators and can be aligned in safeguards mode to either train.

Discuss if RICT calculations have been performed to determine new RICTs following TS change. Discuss continued justification of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for Completion Time of Condition B with the proposed change.

The licensee stated they have performed RICT calculations but did not have the information available at the time of the meeting. The licensee stated they would consider including information in the submittal for continued justification of the 72-hour Completion Time of Condition B.

No regulatory decisions were made during the meeting. No members of the public were in attendance. No comments or questions from the public were received during the meeting.
