SUMMARY

OF MARCH 9, 2017, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, RELATED TO THE SPENT FUEL POOL CRITICALITY LICENSE AMENDMENT REQUEST (CAC NOS. MF7121, AND MF7122)

On March 9, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company doing business as Xcel Energy (NSPM, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the license amendment request (LAR) for spent fuel pool criticality technical specification changes submitted November 17, 2015, for Prairie Island Nuclear Generating Plant Units 1 and 2 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15327A244). The meeting notice and agenda, dated March 9, 2017, are available in ADAMS at Accession No. ML17054C241. A list of attendees is enclosed.

The licensee presented information related to the amendment request (ADAMS Accession No. ML17066A373). The licensee's presentation discussed the NRC staff's request for additional information (RAI) as discussed in Xcel Energy's letter dated February 16, 2017 (ADAMS Accession No. ML17047A454).

The licensee's presentation discussed the analysis provided in support of the LAR requested that the NRC staff reconsider the need for the additional information, approaches the licensee is considering if a response to the NRC staff's RAI is required, and a proposed schedule for providing the response if necessary.

The NRC staff queried the licensee on the possible methods for providing the information requested. The staff did not address the licensee's request to reconsider the need for the information. The staff requires the information requested for it to reach its safety finding.
