OF JULY 23,2009, MEETING TO DISCUSS LICENSE AMENDMENT REQUEST CONCERNING UNIT 2 EMERGENCY DIESEL GENERATOR SURVEILLANCE TEST LOADS (TAC NOS. ME0086 AND ME0087)

On July 23, 2009, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota corporation (NSPM, the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss NSPM's November 4, 2008, license amendment request (LAR) to revise the technical specification (TS) surveillance test loads for the PINGP Unit 2 emergency diesel generators (EDGs). A notice for this meeting was issued on July 8, 2009, and is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML091870818. The licensee's presentation can be found at ADAMS Accession No. ML092050236. An additional slide was presented at the meeting, which was separate from the main presentation, and is available at ADAMS Accession No. ML092080521.

The licensee's presentation to the NRC staff included a discussion of the technical and regulatory bases for the requested changes and a summary of the licensee's pending responses to the NRC staff's June 26, 2009 request for additional information on the LAR (ADAMS Accession No. ML091540227). The licensee also presented technical information concerning the loading of the Unit 2 EDGs under accident conditions.

The staff queried the licensee about their proposed revision to the TS surveillance testing requirements. The staff expressed concern that performing the surveillance testing at a load that was less than the continuous rating of the Unit 2 EDGs (i.e., >4000 kilowatts (kW) vs.

>5100 kW) could potentially "mask" design or operational problems that might exist in the engine, given that the U2 EDGs had experienced some failures in the past when the engines were tested at their rated load (5100 kW). In response, the licensee stated that, based on root cause evaluations they have conducted, they believe that the past failures can be attributed to issues associated with operating the engines with diesel fuel that contained low sulfur content.

The licensee added that, since they have begun adding sulfur to the diesel fuel, the performance of the EDGs at the rated load has improved.
