SUMMARY

OF MARCH 24, 2016, MEETING WITH NORTHERN STATES POWER COMPANY, A MINNESOTA CORPORATION, DOING BUSINESS AS XCEL ENERGY, ON NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) 805 LICENSE AMENDMENT REQUEST (CAC NOS. ME9734 AND ME9735)

On March 24, 2016, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (the licensee, Xcel). The purpose of the meeting was to discuss the licensee's planned supplement to the NFPA 805 license amendment request submitted September 28, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12278A405). The meeting notice and agenda, dated March 14, 2016, are available in ADAMS at Accession No. ML16077A211. A list of attendees is provided as Enclosure 1.

The licensee presented information related to the upcoming supplement to the Prairie Island Nuclear Generating Plant, Units 1 and 2 (Prairie Island) license amendment request (LAR) related to NFPA 805. The licensee discussed several plant modifications that were discussed in the LAR that will be altered in the pending submittal. The modifications that will be changed are items 5, 10, 11, 20, 27, 28, 29, 30, 31, and 36 from Attachment S of the LAR. The licensee stated that these modification changes are based on refinement to the Fire probabilistic risk assessment (PRA) done in support of the NFPA 805 LAR. The NRC staff questioned the licensee on several of these modification changes and stated that the upcoming submittal should discuss in detail the basis for the modification changes. The licensee stated that the revised Fire PRA supports the proposed modification changes and they understood that the pending submittal should discuss the Fire PRA Model refinements in detail.

The licensee also discussed the reactor coolant pump seals installed at Prairie Island and that they are considering Prairie Island operating experience in determining how the NFPA 805 LAR will address these seals. The licensee stated that they plan to revise the information provided in response to a previous NRC staff request for additional information (RAI) on these seals (the information was provided in response to PRA RAI 15.c).

The licensee also provided a list of items that will be included in the pending submittal. They are:

• a response to PRA RAI 03

• a summary of Changes to Attachment A, Table B-1

• a summary of Changes to Attachment C, Table B-3

• revisions to Attachment M - License Condition

• revisions to Attachment S - Implementation Items

• revisions to Attachment W - Fire PRA Insights The licensee also stated that they plan to submit this supplement by May 27, 2016.

Members of the public were in attendance. Public Meeting Feedback forms were not received.
