SUMMARY

OF APRIL 9, 2020, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY ON POTENTIAL LICENSE AMENDMENT REQUEST RELATED TO ADOPT TSTF-569 AT PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNIT 1 AND 2 (EPID L-2020-LRM-0020)

On April 9, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company doing business as Xcel Energy (Xcel Energy). The purpose of the meeting was to discuss a potential license amendment to adopt Technical Specification Task Force (TSTF) Traveler TSTF-569 Revise Response Time Testing, for Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2. The meeting notice and agenda, dated March 26, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20086N131. A list of attendees is provided as Enclosure 1.

The licensee presented information (ADAMS Accession No. ML20098F068) related to the potential license amendment request (LAR). The licensee presented an overview of the planned application.

The NRC staff queried the licensee on whether response time testing of transmitters is currently accomplished. The licensee responded that transmitters are not response time tested at PINGP, Units 1 and 2. Therefore, the proposed LAR would not affect the current test program for transmitters at PINGP, Units 1 and 2. The staff asked the licensee the basis for not performing response time testing and the licensee stated that it was part of the conversion to standard technical specifications.

The NRC staff then confirmed that the licensee currently performs response time testing on its protection system processing instrumentation. The licensee stated that implementation of TSTF-569 methodology could potentially eliminate this testing. The NRC staff stated that it would review the request when it is submitted and noted that no regulatory decisions will be made during the meeting.
