SUMMARY

OF FEBRUARY 20, 2018, TELECONFERENCE WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL LICENSE AMENDMENT REQUEST TO ADOPT TSTF-425 AT PRAIRIE ISLAND NUCLEAR GENERATING PLANT UNITS 1 AND 2 (EPID: L-2018-LRM-0012)

On February 20, 2018, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, doing business as Xcel Energy. The purpose of the meeting was to discuss a potential license amendment request (LAA) to adopt TSTF-425, "Relocate Surveillance Frequencies to Licensee Control - Risk Informed Technical Specifications Task Force (RITSTF) Initiative Sb," for the Prairie Island Nuclear Generating Plant Units 1 and 2 (PINGP). The meeting notice and agenda, dated February 7, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18038A924. A list of attendees is provided as Enclosure 1.

The licensee presented information (ADAMS Accession No. ML18051A175) related to the potential LAA. The licensee presented an overview of the planned amendment including the schedule for submittal.

The NRC staff queried the licensee about the PINGP technical specification surveillance requirement 3.0.2, specifically if it only applied to surveillances which were exactly 24 months or also included surveillances greater than 24 months. The licensee confirmed that the requirement was only related to those surveillances that were exactly 24 months and that the planned amendment would not propose to change that applicability.

The licensee discussed the status of their fire probabilistic risk assessment (PAA). The licensee stated that the fire PAA reflects future state of the as-built/as-operated plant following National Fire Protection Association (NFPA)-805 modifications, which are expected to be completed in the fall of 2020 for PINGP, Unit 1, and in the fall of 2019 for PINGP, Unit 2. During the transition to NFPA-805, the licensee stated the intent to use the individual plant examination of external events fire-induced vulnerability evaluation (FIVE) results supplemented by sensitivities from the fire PAA. After the transition to the NFPA-805 the licensee stated that it will use the fire PAA.

The NRC staff queried the licensee on this proposed approach. The NRC staff stated that the licensee's proposed approach would necessitate licensing review of both the FIVE and the fire PAA which may not be efficient and could cause additional NRC staff review uncertainty. The

licensee stated that it would consider the NRC staff's input when completing the license amendment request.

Members of the public were in attendance. A member of the public stated that the NRC staff use of muting the phone tor off line discussion keeps the public uninformed. The NRC staff responded that they appreciated the feedback. Another member of the public thanked the NRC staff for the discussion.
