Ar. James P. O'Reilly, Director Serial No. 954A Office of Inspection S Enforcement PSEiC/GL?:mac:mc U.S. Nuclear Regulatory Corcission Region II Docket No. 50-339 101 Marietta Street, Suite 3100 Atlanta, Georgia 30303 Jear "r. O'Reilly:

On November 15, 1979, a report was made unoer the provisions of ICCFR50.55(e) concerning Containment Depressurization Actuation (CDA) and Safety Injection (SI) Actuation Circuitry.

In our 5 day report (Serial No. 964 of November 21, 1979), we indicated wnicn circui .s did not comply with various comitments made in the North Anna FSAR. In this report, we will indicate the status of the revisions, if any, to each of the previously reported circuits.

The following areas do not comply with IEEE 279-71, Section 4.16:

1. A resetting of the CCA (Containment Depressuri:ation Actuation) signal prior to expiration of the time delay relays will prohibit tne start of the following pumos:

a) Recirculation Spray Pumps (195 & 210 sec) b) Service Water Monitor Sample Pumps (120 sec)

Resolution: The pump circuits have been modified so that once the COA or 51 is received, the pumps will continue througn the timing sequence until two operator actions occur: (1) reset CDA or SI anc (2) place control switch in " pull to lock."

The following areas do not comply witn the response to ccTrent 7.4 in tne FSAR:

1. On resetting of CDA or $1 signal, the following devices return to their non-emergency mode without a second operator action on the device control circuit:

, a) Main Control Rocm Supply and Exhaust Air Op. Campers

. b) Charcoal Filter Air Op. Dampers

, c) d)

Containment Recirc. Fans 2-HV-F-1A&B Control Rod Drive Cooling Fans j[}8 )Q/

e) Carvice Water Valves to Contair. ment Recirc. Air Ccolers f) Divert Valves.for the Air Ejection Exhaust Resolution (a-d): These circuits have been redesigned (and will h

be mccified prior to initial criticali y) sucn t that two operator actions will be required to reposition or restart these

\\

devices: (1) reset CDA or SI and (2) operate associated c:ntrol switch.

2 Resolutien (e&f): These devices can be adequately controlled tnrougn tne Use of acministrative procedures.

2. A resetting of tne CCA signal and a suosecuent loss cf offsite power results in a non-automatic restart of te folicwing pumos on restoration of site emergency power:

a) Recirculation Spray Pumps b) Recirc. Spray Casing .coling Pumos c) Quencn Spray Pumps Resolution: We nave investigated these circuits witn respect to our statements in section seven (7) of the FSAR and we nave fcund that they are in fact in cccpliance in that if a CCA signal is present and a loss of power cccurs, the pumps will restart autceatically upon restoration of pcwer. They aill not restart if the CDA has been reset as stated in the FSAR. By way of this report, we tnerefore wisn to celete these circuits from the list of circuits whicn are in noncompliance.

inis is our final report an this item. !f you have further cuestions, please contact this office.

Very truly yours, kD]O n.-,
