Dear Mr. Seidle:

We have reviewed the report dated November 15, 1979 on the inspection conducted by your resident inspector, Mr. R. G. Taylor, of the activities authorized by NRC Construction Permits No. CPPR-126 and 127 for the Comanche Peak facility. We have responded to the findings listed in Appendix A of that report.

To aid in the understanding of our response, we have repeated the require-ment and your findings followed by our corrective action.

We believe the attached information to be responsive to the Inspector's findings. If you have any questions, please advise.

Inspection Report Nos. 79-27, 79-26 TXX-3080 Page 2 Appendix A NOTICE OF VIOLATION Based on the results of the NRC inspection conducted on November 7,1979, it appears that certain of your activities were not conducted in full compliance with conditions of your NRC Construction Permits No. CPPR-126 and 127 as indicated below:

Failure to Follow Procedures for Hoistina Safety-Related Components 10 CFR 50, Appendix B, Criterion V requires that activities affecting quality shall be accomplished in accordance with prescribed procedures, instructions, or drawings.

Brown & Root Procedure CP-CPM-6.9, " General Piping and Inspection,"

paragraph 3.6 requires that vendor recommendations shall be reviewed by engineering and noted on installation procedures and that hoisting loads imposed on the building shall be reviewed by engineering prior to making hoists in excess of 2000 pounds.

Contrary to the above:

On Novem5er 7, 1979, the NRC Resident Reactor Inspection (RRI) observed craft personnel preparing to hoist a lc ge Class 1 motor operated valve (MOV) with what appeared ' be inappropriate rigging. Discussions with the craft personnel re/ea ted that no instructions had been provided for hoisting the MOV. It was determined that the MOV weighed in excess of 4000 pounds, but the building loads at the hoist point had not been evaluated by engineering.

This is an infraction.

Corrective Steps'Which Have Been Taken and Results Achieved Comanche Peak Project Engineering has evaluated the loading on the supporting structure utilized in lifting the valve and has determined that no damage occurred.

Inspection Report Nos. 79-27, 79-26 TXX-3080 Page 3 Corrective Steps Which Have Been or Will Be Taken to Avoid Furthsr Noncompliance Brown & Root site procedures CP-CPM 6.9, 35-1195-CCP-24, 35-1195-ACP-3, and QI-QAP 13.1-1 will be reviewed and revised to assure consistency of their rigging 6nd lifting requirements.

1) Lifts will be defined as either critical or as routine, and general in procedure 35-1195-CCP-24.
2) Lifts defined as critical will require an operational traveler per procedure CP-CPM 6.9.
3) Travelers may be used in any non-critical rigging or lifting operation at the discretion of the cognizant engineer or construction shoerintendent.
4) Rigging and lifting shall be per manufacturers' recommenda-tions and ANSI B30 series requirements, as applicable.

In addition, all Brown & Root site construction and engineering procedures and their revisions will be reviewed and revised as necessary to insure that appropriate interfacing requirements are met.

Date of Full Comoliance Compliance with all aspects of this corrective action is expected by January 17, 1980.
