In accordance with the reporting requirements of Item 5-C (2 ) of License CSF-1, Nuclear Fuel Services, Inc. hereby provides notification of changes in organization of NFS' West Valley reprocessing plant. These organizational changes are:

o Mr. J. P. Duckworth has been appointed General Manager and Plant Manager. Mr. Duckworth's resume was submitted previously as attachment to NFS letter of September 3, 1976 to the NRC when Mr. Duckworth was designated as Technical Services Manager. He served in the capacity of Technical Services Managar until being designated General Manager and Plant Manager.

o Mr. Peter Burn has been appointed Technical Services Manager. Mr. Burn's resume is attached.

Sr. Process Engineer Sr. Engineer 1947-1953 Allied Chemical Company Project Engineer Field Engineer Mr. Burn worked six years as a field engineer for Allied Chemical Company supervising construction, design and startup of various coal tar chemical processing facilities.

In 1953, he started work at the Idaho Chemical Processing Plant and assisted in the design, erection and startup of fuel reprocessing facilities for naval reactor fuels. He was later promoted to senior process engineer and performed work in process development, process evaluaticn, advanced planning for future fuel processing, waste solidification and waste management. He was later proinoted to head a section of engineers doing design calculations on criticality studies and process development.

In 1964, he joined Nuclear Fuel Services, Inc. at West Valley, N.Y. as a process engineer and assisted in modifications to and startup of the West Valley Fuel Reprocessing Plant. He was later promoted to supervise a detail design group providing engineering support for additions and' modifications to the plant. In 1969, he became a merrber of the team which was to supervise the revamp and expansion work to be done by Dravo Corporation (then Blaw-Knox Chemical Plants Division). In 1974, he became a project manager on the revamp and expansion project until it was cancelled in 1976. For the past two years he has been a senior process engineer working on various plant projects.
