Dear Mr. Ramos:
Enclosed is a draft copy of a new security plan that the Reed Reactor Facility wishes to implement. I am sending it to you at this time as a draft in hopes of securing an unofficial opinion as to whether the NRC would approve such a plan.
Because the plan requires the purchase and installation of hardware, we do not want to proceed with implementation of the plan until we have heard (at least unofficially) of the NRC acceptance. At that point of time we are prepared to go ahead with the necessary purchases and installations.
While I am sensitive to the fact that you and your department are in the midst of receiving many mandated new security plans (we are not required to submit this plan) I would appreciate as prompt a reply as possible so that we could commence with the necessary construction during the summer months.
