Dear Mr.Michaels:

First, I must apologize for this letter, which is in reply to yours of August 14, 1989. The delay is due to the fact that yourletter was mis is an explanation but admittedly not a satisfacery excuse.placed I have taken measures to and then forgotten, w guarantee that such does not happen again.

The 2 specific areas ofinquiry cited in yourletter, namely, on the job training, and evaluation, were indeed not treated in detail in our proposed Requalification Plan, in the hope that we could supply only the minimum essentials, and thereby leave maximum flexibility in the implementation. However, these 2 items were discussed in detail with our operators, and now to formalize our policy in a manner suitable for providing the information which you have reguested,I have issued the Notice to Operators which is enclosed. I hope that you will fmd this approach a satisfactory attemative to providing these details as part of the Plan.

l Re.: Requalification Requirements l

1. On the job Training i i

1.1 Activities which may be counted towards the required four (4) hours performing the functions a licensed reactor o prator in section 4.1 of the Reed Reactor Facility Requalification Plan shall ine; ude:

a. Any operation in which the individual is signed on as operator of record in  :

the mainlog; i

b. Time s)ent in the completion of start up, shutdown, weekly, biweekly, +

bimont 9y, semi annual, and annual checklists;

c. Operation of the pneumatic transfer system or the loading and unloading of

! samples from the rotating specimen rack or central thimble; monitoring and/or packaging of samples for release from the facility; ,

d. Any activity described in the Standard Operating Procedures, approved '

according to the Administrative Procedures, for which an operator is specificaly required; a

e. ' Saintenance of the reactor or any ofits Systems; and
f. D.:nior Reactor Operators may not take credit towards this requirement for  ;

more than two hours per calendar quarter for time spent as the responsible SRO of record.

Activities which may specifically not be counted toward this four hours include:

a. Second person in facility, unless simultaneously functioning as SRO of record, re

! qualify. qualification examiner, or other activity which in itself would

b. Attendance at operators meetings or training seminars.

1.2. According to section 4.2 of the Reed Reactor Facility Requalification Plan, each licensed Reactor Operator and Senior Reactor Operator shall demonstrate an ability ,

to conduct a variety of facility operations daring the course of the requalification year. In order to meet this requurment, each operator shall: Conduct a minimum of 10 reactivity manipulations each year. Of these ten (10) reactivity manipulations, a minimum of I operation from each of the following five (5) categories shall be included.

manipulation of control rods from cold > shutdown through a measurement of

2. Increase in reactor power beginning with the reactor critical at a power level  !

where the negative temperature coemcient is negligible (less than 1 kW) and i ending with the reactor critical at a power level where the negative  ;

temperature coefficient is significant.

3. Decrease in reactor power beginning with the reactor critical at a power level .

greater than 1 kW and endin or less of the initial power. g with the reactor critical at a power level  ;

4. Reactor shut down beginning with the reactor critic:.1, ending with the reactor " shut down" as defined in the Technical Specifications and including '

completion of the Shutdown thd4t as described in the Standard Operating Procedures.

5. At least one of the following special operations: i
s. Inspection of one or more fuel elements as the individual on the '

inspection crew who actually manipulates the fuel handling tool with L an element attached.

  • l' b. Calibration of one control rod as the individual who actually performs the reactivity manipulations.  ;
c. Inspection of one control rod as the individual who actually removes L

from or reinserts the control rod into the core, t

d. Others specifically approved by the Director.

I L Reactor Ope:ators and Senior Reactor Operators may take credit for some reactivity manipulations perfortned by others provided that these manipulations are directed .  ;

by the RO or SRO as they are performed; however, the five (5) reactivity manipulations specified above shall be performed personally.

1.3. Completion of activities under 1.1 and 1.2 is to be reported to the Director on the forms attached to the Plan. Failure to supply these forms when requested, will -

l result in suspension of the privilege to act as Operator or Senior Operator. -

2. Annual Requalification Examination L 2.I The Annualk ualification Examination will be prepaied separately for Operators and for Senior rators. Failure to take the Exammation will result in suspension of the privilege o acting as Operator or as Senior Operator. De Examination for Senior Operators requires a higher level of knowledge than does that for Operators.

Although both Examiriations are concemed with normal and abnormal situations, i

the Examination for Senior Operator reflects not only the responsibilities of that '

xmition, but also of that of Emergency Coordinator, as defined in the Emergency

. of Facility Dccumentation, such as the Safety Analysis Report; the License which incor Plan;porates the Technical and the Administrative Specifications, Procedures.

Emerge,ncy In addition,information Plan, from technicaland Requalification manuals, training manuals, and from training lectures, may be included. The Examination is closed book, and is organized into 5 equally weighted sections as described in Section 3.1 in the Emergency Plan.

k. Knowl e of operator preparation prior to operation.
