October 12,1999 To: Nuclear Regulatory Commission Document Cortrol Desk Washington DC 20555 Marvin Mendoncc Senior Project Manager, NRC From: Stephen Frantz, Reed Reactor Facility, Docket 50-288 Re: Proposed Change to Emergency Plan Enclosed is a proposed revision to th'e Reed Reactor Facility Emergency Plan. This is in response to internal audits of the procedure. This revision does not decrease the effectiveness of the plan.
The revision ha3 been approved by the Reed Reactor Radiation Safety Committee and Reed Reactor Operations Committee. The changes are discussed below:
3.1.8 Deleted the name of the commercial phone company since it has changed anu may change ,
again. Deleted "and have the capability of handling phone communications on their radio equipment" since phcae communication does not run through radio. This capability never existed. The phrasing reflects the fact that communications could be relayed by radio to the operator at Community Safety office, who could make a phone call if necessay.
7.6.3 Removed reference to " sandbagging" since we never had any such capability set up.
8.4 ' Typographical correction. Removed the extra word "in" in the sentence "There is also available in a gamma ray spectrometer for radioisotope identification."
8.2 Removed "4) Secondary Water Low Pressure Alarm - High Pitched Howler in Reactor Bay; audible outside RRF". This alarm is no longer necessary with the new secondary cooling system. The alarm was removed. The rest of the table was renumbered.
8.5 Added " Community Safety Officers are CPR and first aid trained and have first aid kits in their vehicle."
10.1 Changed retraining program from annual to biennial per the new Requalification plan.
10.2 Removed ", and first aid and rescue of personne!". That function is performed by Community Safety personnel and paramedics.
