Amendments to Emergency Implementing Procedures Enclosed is a revision to the Reed Reactor Facility Emergency Implementing Procedures. This revision veas made necessary by construction activities at the facility, and several other revisions were made at this time. The revision does not decrease the effectiveness of the procedures. The revision has been approved by the Reed Radiation Safety Committee and Reactor Operations Committee.
The document is submitted in two versions to assist your review. A smooth copy is submitted for your files, and a copy which shows the changes from the previous version is submitted to 1
highlight the changes. The latter includes a cover page explaining each change, and the body of the i
document shows new text in chtdow and shows deleted text in strikeou-t. A bar in the right margin indicates which paragraphs were n: vised.
Also included under a separate cover letter are revisions to our Administrative Procedures and Emergency Plan.

l Changes to the Reed Reactor Facility Emergency Implementation Procedures-August 1994 This is a description of the changes made in the Reed Reactor Facility (RRF) Emergency Implementation Procedures in August 1994. None of these changes decreases the effectiveness of the Emergency Implementation Procedures; they continue to meet the requirements of 10CFR50.47(b),10CFR50.54(p), and Appendix E to that part.
These changes reDect changes to the Reed Campus Buildings, RRF secondary cooling system, changes in job titles, new terminology in 10CFR20, and other changes and corrections. The changes will be described for each section, except that global changes will be described once at the beginning. An attempt has been made to indicate changes in a consistent manner:
Text which has been deleted is indicated in Strikeout. Text which has been added is indicated in Shadow. Each paragraph which contains a change has a barin the right margin.
Global Changes The entire document has been reformatted so that revisions are easier. Several minor spelling or grammatical errors have been corrected.
A new Chemistry Building has been constructed and the previous Chemistry Building has been converted into the Psychology Building. Thus the RRF is now attached to the Psychology Building (the reactor hasn't moved; the buildings were renamed). The former normal entrance is now an emergency exit and the previous emergency exit is the normal entrance. The Director's office (which is also the Emergency Support Center) has moved to the new Chemistry Building, Room 102. Therefore, every mention of the Chemistry Building has been changed to the Psychology Building, except those which refer to the ESC.
The title of the Vice-President - Provost has been changed to Dean of the Faculty. The Vice-Pmsident - Treasurer has no responsibility for the RRF so that title has been removed; the Dean of the Faculty reports dimctly to the Pmsident of Reed College.
The name of the Reed Campus Safety and Security has been changes to Reed Campus Community Safety.
The revision date of the Emergency Plan has been removed from the EIPs since it is not needed in the EIPs and would only necessitate future revisions of the EIPs.
Phone numbers have been updated.
Specific Changes
% 1.4 The High-Low Water Alarm light was moved as indicated so that it would be visible from the current entrance.
@ 1.6 Cormeted the pool temperature limit.

ll.7 Added the fire alarm pull-station in the exit corridor.
%1.10 The new secondary cooling system has a pump failure alarm.
02.3 The foot and hand monitor have been relocated.
52.5 The large wheeled carbon-dioxide fire extinguisher is no longer at RRF.
Q2.6 There is no weather vane on top of the RRF roof.
63.1.5 The main facility circuit breaker has a remote operator in the exit corridor since that is now the normal exit. (This change is reflected several other places in the EIPs.)
{3.1.7 This has been broadened for any circumstance that requires evacuating the Psychology Building (such as an earthquake). (This change is reflected several other places in the EIPs.)
93.1.9 The deadbolt keys are not kept in the mechanical room. The location is not specified in the EIP since it borders on Security Information. (This change is reflected several other places in the EIPs.)
}3.2.9 The key for the Chemistry Building is now the same as the key for the ESC. (This change is reflected several other places in the EIPs.)
Appendix B The contents of the emergency grab bag have been updated:
New building keys and new key names.
Removed serial numbers so that instruments may be changed, like-for-like.
Deleted duplicate listing of batteries.
Air masks and filters have been removed since we cannot comply with the new requirements in 10CFR20.
Deleted overlays that apply to obsolete equipment.
Appendix C
$3 Updated area names.
17 Added consideration of evacuating the Psychology Building.
Appendix D Updated alarm setpoints.
Appendix E Eliminated nonexistent weather vane and view graphs.
