Change to Emergency Plan Enclosed is a revision to the Reed Reactor Facility Emergency Plan and Emergency Implementing Procedure. This is in response to your office's comments on the revision we submitted last year.

This revision does not decrease the effectiveness of the plan. The revision has been approved by the Reed Reactor Radiation Safety Committee and Reed Reactor Reactor Operations Committee.

The major changes are: replace references to Derived Air Concentration (DAC) with references to Effluent Concentration (EC), state that emergency dose limits include internal dose, allow the use of hospitals other than Good Samaritan if an agreement letter is signed, delete the requirement for our facility to train hospital emergency room penonnel in radiation protection, eliminate references to the Trojan Nuclear Power Plant, allow calculation of preset readings on the stack monitors that indicate when an Unusual Event or Alert are reached, change the name of the Oregon Department of Energy to the Oregon Office of Energy, include recommendations from the recent NRC inspection, include recommendations from the Reed Reactor Radiation Safety Committee audit, reformat the definitions, and conect minor errors.

The following is a description of the specific changes in the Emer;;ency Plan:

1 2.10 The references to the hatch lines and solid lines on Figure 3 were revened.

13.1.2 Clarified that the Emergency Coordinator may delegate making phone calls to another member of the RRF staff or Community Safety. The Emergency Coordinator maintains responsibility to ensure the call are made correctly.

13.1.4 Clarified that President, means the President of Reed College.

1 3.1.13,14,15 These sections were modified to reflect the permanent shutdown of the Trojan Nuclear Power Plant.

13.5, 7.2 State that emergency dose limits include intemal dose.

14.2,4.3, Table I Replace references to Derived Air Concentration (DAC) with references to Effluent Concentratierr(EC) and allow calculation of preset readings on the stack monitors \\that' indicate when an Unusual Event or Alert are reached.

18.3 Allow the use of hospitals other than Good Samaritan if an agreement letter is signed.

Good Samaritan had been the preferred hospital since they had special arrangements with the Trojan Nuclear Power Plant when it was operating. Now some ether hospitals are equally desirable, and Good Samaritan is not a Trauma Center.

1 10.1 Delete the requirement for our facility to train hospital emergency room personnel. Our agreement letter will specify that the hospital is equiped to handle contaminated injuries.

1 10.5.1 Clarified that the fire extinguishen are not all CO2 and that they are cl.ecked annually.
