Dear Ted:

I am enclosing our proposed revised Technical Specifications for the Reed Research Reactor. This document has been approved by the Reactor Operations Committee, and has also been reviewed by the Radiation Safety Committee. From the standpoint of operational restrictions, I believe that you will Gnd that the new Technical Specifications are substantially similar to the old. Administratively, we are proposing to change to a siny,lc oversight committee, with expertise which includes that on both of our present comnuttees.

You will note that reactivity limits are expressed exclusively in dollars, which is the measurable unit. However, we have defined beta-effective for our facility, so that a correspondence can be verified to the values expressed in our present Technical Specincations. Finally,in anticipation of future NRC policy, with each physical quantity, we have specified both Si and older units, and provided that compliance may be demonstrated in either unit.
