  • ,p *t-11.0 4. Accept answer "c" as equally correct. (Note: this was discussed on the RO ex m as well). Delayed neutrons are born L energies below the 12 MeV energy range, while prompt neutrons are born " fast."

Justification: Answer "c" is correct and is an even more precise description than is the key answer *b." Our TraininF Manual, on page 512, lists the delayed neutron energies as 250, 560, 405, and 450 kev, while the more recent reference, Glasstone and Sesonske 3rd ed. (see 1st attachment) lists the criergies as 0.25, 0.46, 0.41, 0.45, and 0.41 MeV. Figure 2.26 on page 112 of th same reference, shows how the delayed neutrons arise from de-excitatiots of the precursor daughter nuclei, and so, such neutrons must be monoenergetic. On the other hand, answer "b" correctly describes both prompt and delayed neutrons as " fast" which is in accord with most characterizations of the fast group as beginning at 10 kev. In particular, it is the definition used in the RRF Training Manua* (see attachment 2) and in l Glasttone rod Sesonske 3rd ed. (see attachment 3).

I Justification: In fact, neither the Ludlum Model 177 nor the Eberline Model E 140 has ever been used with a scintillat on i detector at Reed, however, virtually any Geiger counter can be used with a suitable scintillation deMetor. The Ludlum Model 177 is supplied with a variable j high voltage supply which allows it to be used with a large selection of I

scintillation detectors and, bence, the Technical Manual discusses its potential use as a portable scintillation monitor. The Eberline E 140 could be used with a scintillation detector designed to operate at 900V.

L.01(c) Accept also Health Physicist.

Justification: The Reactor Health Physicist according to his duties described in the Administrative Procedures, serves as an ex officio, non-voting member of the RRC and, in practice, this means both subcommittees.

The Associate Director position is not required to be filled according to the Ariministrative Procedures.

Justification: The examiner has misquoted the Administrative Procedures in the question and thl may lead to ..onsiderable confusion.

The Administrative Procedures (quoting from the Technical Specifications) requires "a minimum of four members of the facuhv and facility staff."

(underlining added). Ilad the question included the underlined phrase, the examiners answer of "4" would be obvious and correct. However, NRC inspectors have interpreted this in the past to imply that there must be a committee member (s) who is a Reed College faculty AND NOT a Reactor Facility staff member. Since the Director, Associate Director (if this position is filled), sad the Health Physicist are specified to be non voting members, and the Supervisor must also be a member by virtue of the position, the true minimum total members is currently 5, of whom 3 are specifically no dvoting staff members (although only 2 of these are required), and one (the Supervisor) is a voting staff member.
