Re: Amendments to Emergency Plan Enclosed is a revision to the Reed Reactor Faciity Emergency Plan. This revision was made necessary by construction activities at the facility, and several other revisions were made at this time. The revision does not decrease the effectiveness of the pmcedures. The revision has been approved by the Reed Radiation Safety Committee and Reactor Operations Committee.

The document is submitted in two versions to assist your n: view. A smooth copy is submitted for your files, and a copy which shows the changes from the previous version is submitted to highlight the changes. The latter includes a cover page explaining each change, and the body of the document shows new text in ebadow and shows deleted text in strikeout. A barin the right j margin indicates which paragraphs were revised.

' Changes to the Reed Reactor Facility Emergency Plan - August 1994 This is a description of the changes made in the Reed Reactor Facility (RRF) Emergency Plan in August 1994. None of these changes decreases the effectiveness of the Emergency Plan. The Emergency Plan continues to meet the requirements of 10CFR50.47(b),10CFR50.54(p), and Appendix E to that part.

These changes reflect changes to the Reed Campus Buildings, RRF secondary cooling system, changes in job titles, new terminology in 10CFR20, and other changes and corrections. The changes will be described for each section, except that global changes will be described once at the beginning. An attempt has been made to indicate changes in a consistent manner:

Text which has been deleted is indicated in Strikeout Text which has been added is indicated in Shadow. Each paragraph which contains a change has a bar in the right margin.

Global Changes The entire document has been reformatted so that revisions are easier. The d;agrams and maps were replaced. Several minor spelling or grammatical errors have been corrected.

A new Chemistry Building has been constructed and the previous chemistry Building has been converted into the Psychology Building. Thus the RRF is now attached to the Psychology Building (the reactor hasn't moved; the buildings were renamed). The former normal entrance is now an emergency exit and the previous emergency exit is the normal entrance. The Director's office (which is also the Emergency Support Center) has moved to the new Chemistry Building, Room 102. Therefore, every mention of the Chemistry Building has been changed to the Psychology Building, except those which refer to the ESC.

The title of the Vice-President - Provost has been changed to Dean of the Faculty. The Vice-President - Treasurer has no responsibility for the RRF so that title has been removed; the Dean of the Faculty reports directly to the President of Reed College.

The option was added of using the position of Associate Director of the Reed Reactor Facility. It is currently filled as a salaried position. Also, the option was added that position of Reactor Supervisor may not be filled by a student.

The name of the Reed Campus Safety and Security has been changes to Reed Campus Comnn nity Safety.

The name of the reactor bay was made consistent. All references to the containment area have been I changed to reactor bay.

Specific Changes 93.1.2 The order of the Emcrgency Notification Call List was modified to include experienced personnel at the top of the list. It is not based solely on distance from the facility.

Q3.1.8 The Reed College electronic switching system now has a diesel generator backup.

l Q3.1.13 Since the Trojan Power Plant is permanently shut down, it is not a generating plant. l l

Q7.2 The emergency dose limit was lowered to 25 rem DDE for all circumstances. This is I more reasonable than the 75 rem limit and more in keeping with the new 10CRF20. l l

Q 8.2 The Reed Radiation Safety Officer possesses no counting equipment or survey instruments. She uses the RRF equipment.

During construction, the radiochemistry lab was moved to Chemistry Building Room 415, and it does not currently have a hand and foot monitor.

The High-Low Water Alarm light was moved as indicated so tliat it would be visible from the current entrance.

The new secondary cooling system has a pump failure alarm.

Q 8.5 There is no operating intercom in the RRi L It was removed during construction but is planned as part of the upcoming renovation.

510.5 The fire extinguishers are checked semi-annually, and sometimes a contracted senice is used. A wet-pipe sprinkler system has been added to the radiochemistry lab.
