Dear Mr. Reid:
I am in receipt of your memo of January 7, 1980 concerning the upgrading of physical protection require-ments.
At this time I am requesting a complete copy of 10 CFR Part 73. At no time in the recent past have I ever received a full copy of this part, although on several occasions (such as January 7, 1980) you have sent bits and pieces o: it via the Federal Register. If the NRC seriously expects us to comply with these new upgrading rules I think that the very least they can do is send us a complete set of the laws which we are supposed to follow.
I look forward to receipt of this part of the Code of Federal Regulations.
