Dear Mr. Cillis:

Enclosed is a copy of the 12/85 Revision of the Reed Reactor Facility's Emergency Plan and the cover letter outlining the changes in this revision from the one submitted to your office in September 1985. As you learned during our telephone conference, Dr. Marshall Parrott has been retained on contract as the Reactor Health Physicist. While part time for routine instruction and auditing, the contract includes emergency response. As internal help, a student operator has been appointed Reachor Health Physics Assistant with the duties of routine surveillances and assisting the Reactor Health Physicist as required. This is a paid position (hourly), and is currently held by a very responsible person.

Discussions with Mr. Pate at the recent conference on operator licensing have resulted in the following proposal for reactivation of operator licenses when operations resume: Operators who have been fulfilling their duties during the suspension by taking part in the routine surveillances and maintenance of the facility, and who are current in their requalification program will be considered to be active operators. All other operators will undergo accelerated retraining by operating under the observation of the Director, Supervisor or already active Senior Operators to assure that they are capable of operating the l controls in a cafo and competent manner. There will also be training in the new Emergency Plan and implementation procedures.

! The rewriting of the RRF Technical Specifications to comply with ANSI 15.1 Standards is underway. It is expected that the revised Tech Specs will be l

ready for submission at the beginning of January.
