Turbine Missiles ., . ,

Gentlemen:

This letter will update my May 29 letter on Vepco's plans for providing you with information about the North Anna 1 and 2 turbine mi.e-ile analysis.

I am informed that the two Westinghouse topical reports ,

were submitted to the Staff by Westinghouse on June 11.- 1 Accompanying them were page revisions to the April 1980 draft l of a Westinghouse memorandum entitled " Criteria for Low '

Pressure Nuclear Turbine Disc Inspection." The final version i of this memorandum will apparently be submitted to the Staff by about July 2 if all goes well. Neither Vepco nor I have seen 1

these three documents, but I am iaking arrangements to get copies from Westinghouse. In '.ne meantime, I understand the NRC Staff counsel has arranged to provide the topical reports to you. Westinghouse asks me to inform you that the documents are considered proprietary by Westinghouse, and so I ask that they be treated as have the other " Westinghouse proprietary" documents in this case.

.I am told by Westinghouse that the Westinghouse topical report entitled " Missile Energy Analysis Methods for Nuclear Steam Turbines," plus the information about turbine material properties, bore stresses, and operating temperatures on the computer print-outs that I sent you with my letter of February 12, 1981 (for Unit 1) together contain the information one needs to calculate the missile exit energies. I will send the corresponding print-outs for Unit 2 at the same time I send you the updated calculations of the recommended inspection intervals for the North Anna turbines. Westinghouse tells us that we car. have those revised inspection intervals by the end of July.

Because the calculations on which the recommended inspection intervals are based show that turbine missiles should not be generated between inspections, Vepco believes it is no longer necessary to rely on calculations of the damage .

probability P If you wish to see revised P 4 calculations nevertheless,4Vepec will of course have Stone & Webster finish their P report, but we do not believe it is necessary to justify 4 the licensing of the plant, so long as the turbines are in fact insp<scted at the proper intervals.

You will recall that Westinghouse established a task force to study the Farley cracking experience. I am advised that the results of that effort are incorporated into the final version of the " Criteria for Low Pressure Nuclear Turbine Disk Inspection" memorandum mentioned above. I will arrange for you to receive a copy of that memorandum when it becomes final.

Yours very truly,

'7).DK James N. Christman 126/586 cc: Dahiel T. Swanson, Esq.
