Dear Mr. Eisenhut:
In November 1980 the NRC issued four Orders for Modification of License with respect to the qualification of safety-related electrical equipment at North Anna 1 and 2 and Surry 1 and 2.
45 Fed. Reg. 75819, 76297, 76298, & 76300.
Each order provided that the licensee, Virginia Electric and Power Company, might request a hearing on or before December 8, 1980.
In my letter to the Director of the Office of NRR of December 8, 1980, I requested an extension of time by which to request such hearings.
A number of letters between your office and mine followed, and finally your letter of August 14, 1981, offered to hold my original request in abeyance for up to 30 days after the Commission had completed its action on an industry petition to extend the June 30, 1982, deadline for equipment qualification.
On August 21, 1981, I responded to your letter of August 14, accepting your proposal and saying that within 30 days after the Commission had completed its action on the industry petition, I would inform you of Vepco's intent either to pursue or not to pursue a public hearing.
On January 21, 1983, the Commission published in the Federal Register its final rule on environmental qualification of electric equipment for nuclear power plants (48 Fed. Reg. 2729).
On February 22, 1983, I wrote you that I would advise you by today of Vepco's intent with respect to asking for a public hearing.
