The purpose of this letter of transmittal is to submit a licensing topical report under the NRC topical report program, NUREG-0390, for review and acceptance for referencing in licensing actions.

The report is entitled, "Conduit Fire Protection Research Program," dated June 1, 1987 with report identification symbol, WEFP01-P. Twenty-three (23) copies of the report are enclosed.

it is hereby requested that the report be accorded proprietary protection in accordance with the provision of 10 CFR 2.790 and withheld from public disclosure. An affidavit supporting this request for proprietary treatment is enclosed. This affidavit sets forth the basis on which the information may be withheld from disclosure and addresses with specificity the consideration listed in paragraph (b) (4) of Section 2.790 of the commission's regulations. Three copies of the report have been highlighted to explicitly indicate that material in the report which is considered proprietary.

An executive summary describing the report is included as attachment 1. This summary is considered to be non-proprietary and may be utilized as the non-proprietary version of the report.

The summary is identified with the report symbol WEFP01-NP Pursuant to the requirements of 10 CFR 170.21 a one hundred and fifty dollar ($ 150) application fee is also enclosed. It is understood that Wisconsin Electric Power Company will be billed for costs associated with the review as incurred and not to exceed twenty thousand dollars ($ 20,000) . Please submit all bills by invoice to the attention of Mr. Michael S. Kaminski.

Wisconsin Electric first notified the NRC of the project described in the report by letter dated July 7, 1986 (attachment 2). The NRC responded by letter on September 9, 1986 (attachment 3). Upon completion of the final report dated June 1, 1987 Wisconsin Electric contacted the NRC Division of Engineering Safety, Office of Nuclear Regulatory Research regarding review of the report and Si jl lOO'iaaf A srjhsidia~ of Siaonsln Entry Coyerabon

t-U. S. Nuclear Regulatory Commission November 4, 1987 Page 2 was instructed to submit the report to the NRC Plant Systems Branch, Office of Nuclear Reactor Regulation. Two copies of the report were submitted under cover of a letter dated June 19, 1987 Notley (attachment 4). Subsequent discussion with Messrs. David and James Norberg of the NRC resulted in instructions to submit the report under Section 1 to NUREG -0390, Vol 7. No. 2, dated October 15, 1984 as provided to Wisconsin Electric by Mr. Norberg.

This transmittal is in response to that recommendation.

It is expected that utilities participating in the research program (attachment 5) may reference the report in licensing submittals to the NRC and therefore it is appropriate that the report be reviewed. We welcome the opportunity to meet with you or members of your staff to present the results of the project and review any questions which may arise.
