Dear Mr. Grimes:

A public meeting was held in Bethesda, MD, Oct. 16, 1985 to provide additional information requested by the IDI Team on the following items:

D-2. 7-1 - Non-Seismic Piping Interaction Damage Study D-2.7-2 Seismic II/I Interactions of Field Routed Study Field Installation Tolerance for Hangers D-2.8-1 D-2.5-4 Gamma Radiation Source Strength Assumptions D-2.5-5 Equipment Qualification Beta, Dose D-2.5-6 In teg rated Dose Analysis D-2. 5-7 - Radiation Dose in Zone R-6 of RAB As a result of the information provided, the IDI Team indicated the following items would be closed: D-2.5-4, D-2.5-5, D-2.5.6, D-2.5-7 Two questions remained to be confirmed after this meeting. These affect the remaining three IDI items above:

1. The use of B.31.1 spans for horizontal seismic pipe movements for piping clearances.
2. The use of clearances allowing impact of components based on 100% kinetic energy transfer assumption.

The following information is provided to resolve the above questions:

Ebasco Specification CAR-M-71 provides span tables for use in B.31'.1 applications for both horizontal and vertical restraints. For analyzed ASME Class I, II or III, dead weight (vertical) restraint spans are consistent with B.31.1 span criteria. Horizontal restraints are placed where necessary based on analysis. Mr. Brian K. Grimes Page 2 (Interdisciplinary Clearance Criteria) will be revised to require the following:

1) Non-safety B.31.1 piping will be reviewed against existing clearance criteria of Instruction 7.6C.
2) Analyzed ASME piping (safety) will be reviewed

,against IEB 79-14 clearance criteria and any deviations will be evaluated against actual pipe movements.

The minimum spacing table within HPES Section Instruction 7.6.C (Interdisciplinary Clearance Criteria) will be revised to provide clearance criteria which will preclude component contact due to a seismic event.

Violations of these clearances will be documented and evaluated on a case by case basis to insure functionality of the component.

We understand that the above information provides basis for the IDI Team to close IDI Items D-2.7-1, D-2.7-2, and D-2.8-1.

We appreciate the IDI Team continuing efforts. We will be available to further discuss or provide additional information if necessary.
