DOCKET NOS. 50-266 AND 50-301 TECHNICAL SPECIFICATI0a LdANGE REQUEST NO. 61 PolhT BEACH HUCLEAR PLANT UNITS 1 Ahu 2 In accordance with Part 50.59 of Title 10 of the Code of Federal Regula-tions Wisconsin Electric Power Company (Licensee) hereby requests amendments to Facility Operating Licenses DPR-24 and DPR-27 to incorporate the following changes to the Technical Specifications for the Point Beach Nuclear Plant, Units 1 and 2.

./These changes are administrative in nature and include corrections resulting from

!the formation of the fluclear Power Department at Wisconsin Electric. The sper.1fic changes included with this amendment request are discussed more fully below.

, Specification 15.5, "Casign Features", has been corrected to show that the Point Deach Nuclear Plant site is owned by Wisconsin Electric Power Company alone. As approved by the U. S. Nuclear Regulatory Connission by Amendment Nos.

30 and 34 to Facility Operating License Nos. DPR-24 and DPR-27 dated December 2, 1977, Wisconsin Michigan Power Company merged with Wisconsin Electric Power Company on December 31, 1977.

Changes have been made throughout Specification 15.6, " Administrative Controls", to reflect several changes in titles of plant management positions and to reflect the establishment of the Nuclear Power Department at Wisconsin Electric.

This change in management organization is best illustrated by revised Figure 15.6.2.1.In addition, changes were made to Specification 15.6.9 to reflect the proper addressee for certain plant repoi ting requirements.

Table 15.3.13-1 of Specification 15.3.13. " Shock Suppressors", has been revised to delete the column headed " Snubber ID Number". This column has been replaced by one headed " Location ID Number".

The description of safety related snubber locations has also been expanded in some cases to clarify the location.

This change will preclude. the necessity of a Technical Specification change due to replacement of a safety related snubber by eliminating reference to the indivi-dual snubber serial number.

/e A clarification has been added to Table 15.4.1-1 concerning the testing of power range nuclear instrumentation. This change is provided because the Technical Specifications presently do not clearly address the necessity of testing the low power trip bistable setpoint prior to a startup or on a monthly basis.

It is considered desirable such a test similar to that conducted on the source and intemediate range instrumentation be performed on the power range instrumentation.

Licensee has reviewed the requirements of 10 CFR Part 170.22 regarding the schedule of fees for facility license arrendments.

It is our determination that this license amendment approval for License DPR-24 is administrative in nature, has no safety or environmental significance and may therefore be considered a Class II amendment. The license amendment for DPR-27 is a duplicate of the Unit 1 appli-cation and is, therefore, a Class I amendment. Accordingly, we have enclosed here-with check number 455629 for the amendment approval fees of $1600.

Included with this amendment request are revised pages for the Point Beach Nuclear Plant Technical Specifications. These pages include a margin bar opposite the specific changes on each sheet. The absence of margin bars indicates that the entire page has been extensively revised.

We have enclosed three signed originals of this amendment application and its attachments.

Forty additional copies are being supplied under separate cover.
