Letter dated July 30, 1984 to Mr.H.R.Denton (NRC)from Mr.A.B.Cutter (CP&L)transmitting the"pen and ink" copy of the Technical Specifications

Dear Mr.Denton:

In accordance with our commitment in Attachment 2 to the referenced letter,"Background Information and Justifications for Input and Changes to Standard Technical Specifications Section 3/4.7," Carolina Power&Light Company (CP&L)hereby submits additional information regarding the Shearon Harris Nuclear Power Plant (SHNPP)Safety Evaluation Report (SER)Section 2.4.2.2.In this section of the SER (page 2-17), the staff required that a Technical Specification be written to ensure that watertight and airtight doors are normally in a closed position.This Technical Specification would cover those exterior doors without curbs on the 261 ft.elevation.

However, there are only three doors (Dl, D5, and D7)at SHNPP which are potentially exposed to high water levels from a local probable maximum precipitation (PMP)event.These doors are all tornado missile protection doors and their locations are shown on attached FSAR Figure 1.2.2-27.The door at the north end of the Reactor Auxiliary Building (RAB)leading to door D52 is protected by being raised approximately 1 ft.(2 steps)above the 261 ft.elevation.

Door Dl is a large equipment entry door and doors D5 and D7 are personnel exits.None of these doors are intended for frequent, routine access to the RAB and each is normally locked.In addition, each of these, doors will be electronically monitored by the security system for closure and will alarm if opened.This alarm will result in a personal investigation by a member of the security force.Since this required security surveillance will ensure that the doors are normally closed, CP&L does not believe a separate Technical Specification would serve any useful purpose and, therefore, we have not proposed any such specification in the referenced letter.We request that SER Section 2.4.2.2 be revised in a future supplement to reflect that a Technical Specification is not needed due to the above described administrative controls and surveillances.
