y Please find the enclosed Special Report 97-09, which discusses containment tendons that did not meet the acceptance criteria during surveillaace testing. Florida Power Corporation's (FPC) Crystal River Unit 3 (CR-3) is currently conducting the twentieth year tendon surveillance testing of the concrete containment building post tensioning system.

This report is being submitted in accordance with improved Technical Specification 5.7.2.b and Regulatory Guide .1.35, Revision 3. FPC previously submitted Special Report 97-07, dated December 6.1997, which discussed containment tendons found out of tolerance during the containment tendon surveillance testing. Special Report 97 09 discusses containmeat tendons not meeting the acceptance criteria for grease replacement which waa identified af ter Special Report 97-07 was submitted to the NRC.

- CONTAINMENT TENDONS DO NOT MEET ACCEPTANCE CRITERIA This special report is being submitted in accordance with the reporting requirements of the-4 Crystal River Unit 3 (CR-3) Improved Technical Specifications 5.7.2.b and Regulatory Guide 1.35, Revision 3. The purpose of this report is to provide the details of conditions found not meeting the acceptance criteria during the ongoing twentieth year tenden surveillance of the CR 3 containment post tensioning system.

DISCRIEIl0N l During the performance of the twentieth year tendon surveillance of the CR-3 containment Lpost tensioning system, three tendons were found to exceed the acceptance criteria for grease replacement. The amount of. grease replaced in three tendons exceeded the amount of grease removed by more than five percent. The essential function of the grease is to prevent corrosion of both the tendon wires and the anchorage components.

The amount of grease removed from tendon D212 was 10.5 gallons and the amount replaced was 24.5 gallons. The difference was 14 gallons, which is approximately 12 percent. The amount of greasa removed from tendon _D304 was 19.25 gallons and the

amount replaced was 38.2 gallons. The difference was 19 gallons, which is approximately 18.3 percent. The amount of grease removed from tendon D311 was 31 gallons and the amount replaced was 53 gallons. The difference was 22 gallons, which is approximately 19 percent. .

This is the first surveillance performed on tendons D212, D304, and D311 since the original installation. To date, twenty-three (23) of twenty seven (27) tendons have been -

tested. These three tendons have been the only tendons that failed to meet the Regulatory Guide 1.35 criteria for grease replacement when injected at the original pressure. During i the previous five periodic tendon. surveillances, and during this tendon surveillance, the containment has been inspected with no sign of grease seepage from the tendon duct.

Additionally, no instances of grease seepage on or from the containment have been

- reported. No signs of nrease leakage from these tendons have been identified. These conditions are consisten with past tendon surveillances.

ACTIONS.TAKEN A similar condition was evaluated alter the last tendon surveillance. The evaluation concluded the corrosion protection system is functioning as designed and is maintaining the structural' integrity of the system. The cause was suspected to be grease settlement and

. voids created during the initial grease installation. The previous evaluation is still valid.

The tendons were refilled with the appropriate amount of grease. Visual inspections were performed following the re-injection of the grease and no signs of grease seepage were noted.
