Dear Sir:

l Florida Power Corporation (FPC) Crystal River Unit 3 (CR-3) recently completed the twentieth year sendon surveillance testing of the concrete containment building post tensioning system. Testing results identified a containment tendon that did not meet the acceptance criteria. FPC hereby submits the enclosed Special Report 98-01 in accordance with improved Technical Specifications 5.7.2.b and Regulatory Guide 1.35, Revision 3.  !

FPC previously submitted Special Report 57-07 (Referance 1) which discussed I containment tendons found out of tolerance during the containment tendon surveillance testing, and Special Report 97-09 (Reference 2) which discussed containment tendons not meeting the acceptance criteria for the i sase replacement.

The tendon surveillance was completed on January 16,. 1998. The Tendon Surveillance Program requires the final report be submitted within 90 days of the completion of the tendon surveillance. In Special Reports 97-07 and 97-09, FPC stated that the final report ,

would be submitted 60 days after completion of the tendon surveillance. ,,

The report from the tendon surveillance vendor will not be available for FPC to review and evaluate until March 20,1998. Due to the delay in receiving the vendor's report, FPC will submit the final report by April 16,1998.

4 U.S. Nucinr R:gul: tory Commission 3F0398-21 Page 3 ENCLOSURE A SPECIAL REPORT 98-01 CONTAINMENT TENDON DOES NOT MEET ACCEPTANCE CRITERIA This special report is being submitted in accordance with the reporting requirements of the Crystal River Unit 3 (CR-3) Improved Technical Specifications 5.7.2.b and Regulatory Guide 1.35, Revision 3. The purpose of this report is to provide the details of conditions found during the twentieth year tendon surveillance of the CR-3 containment post tensioning system not meeting the acceptance criteria.

DESCRIPTION Durir'g the performance of the twentieth year tendon surveillance of the CR-3 containment post tensioning system, grease samples were obtained for chemical analysis and measured for water content. The acceptance criteria for allowable water content is not to exceed 10 percent volume by weight.

On March 2,1998, FPC was notified by the inspection vendor that the grease sample for tendon 51H25 had a water content of 14.9 percent volume by weight.

ACTIONS TAKEN The tendon was partially re-greased during the performance of the surveillance. The tendon showed no signs of corrosion due to the increased moisture level. Corrosion observed during the surveillance was consistent with other tendons.

J EXPECTED RETURN TO SERVICE The twentieth year tendon surveillance of the CR-3 cuntainment post tensioning system was completed Januvy 16,1998. A final report will be submitted to the NRC 90 days after completion of the tendon surveillance and will include the results of the engineering evaluation of the as-found conditions, including the conditions discussed within this report as well as Special Reports 97-07 and 97-09.
