Special Report 87-04 Crystal River Unit 3 Technical Specification 3.3.3.10 requires that the Waste Gas Decay Tanks have one hyi+i ard one oxygen monitorirg channel operable in all modes. The Action Statement associated with this Technical Specification requires subnittal of a special report if these monitors are inoperable and cannot be returned to operable status within 14 days. The Waste Gas Decay Tank hy& @ i and oxygen nonitors were removed frun service on October 19, 1987 and were not returned to operable status within 14 days.

Crystal River Unit 3 was shut down for a refueling outage on September 19, 1987. The waste Gas Mr and Waste Gas Decay Tanks are depressurized and out of service for maintenance and modifications. With the system depressurized, the hydrogen and oxygen monitors have nothing to sanple, so they were removed from service. They will remain out of service until the Waste Gas System is in use again.
