SPECIAL REPORT 85 03 At 0543 on August 7,1985, Crystal River Unit 3 entered Operational Mode 4 following a refueling and modification outage. Prior to entering Mode 4, it was determined that the mid and high range channels of 'the gaseous effluent release monitors (RM-Al and RM-A2) were out of calibration and could not be calibrated prior to Mode 4 entry. These channels had been installed during the last refueling and modification outage with the anticipation that sources, equipment, and procedures would be on hand when needed for calibration during this outage. Due to delays in the contractual arrangements, such was not the case. Therefore, Action Statement 29 for Technical Specification 3.3.3.9 was entered and comp!!ed with in that the Post Accident Sampling System (PASS) was initiated within 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
and this special report is being submitted within "the next 14 days." In actuality, the alternate method wa. Initiated before entry into Mode 4.

Actions are being taken to expedite obtaining the necessary sources, materials, and procedures to calibrate the intermediate and high range channels of RM-Al and RM-A2. The scheduled date for calibrating the instruments is November 20,1985.
