On November 4,1983, a Florida Power Corporation Quality Program audit revealed that on July 19, 1983, a mode ascention occurred (Mode 5 to Mode 4) prior to ccmpleting a requ! red surveillance. This is contrary to the requirements of T.S.

3.0.4.

Analysis of this occurrence is continuing and this Licensee Event Report will be submitted by December 22,1983.
