CLOSURE SPECIAL REPORT 97-03 MID RANGE AND HIGH RANGE NOBLE GAS MONITORS FOUND TO BE INOPERABLE GREATER THAN SEVEN DAYS This special report is being submitted in accordance with the Crystal River Unit 3 Cff site Dose Calculation Manual, Revision 22. The purpose of this report is to provide the details of the Mid Range and High Range Noble Gas Monitors being inoperable for greater than seven days, the actions taken, and the expected date of return to service.

DESEBlPl10N On October 21,1997, while performing a walkdown of the Post Accident Sampling System (PASS) for system readiness, FPC discovered that the PASS Reactor Building Purge Exhaust Mid and High Range Noble Gas Monitor, RM 1 A, was inoperable. A filter holder was not installed in the sample flow path. With the filtet removed, noble gas monitoring detectors would not be capable of performing their intended function. This system is a standby system and is placed in service when high activity is detected by the normal range noble gas monitor. The Mid Range and High Range Monitors are required to be operable during reactor building purge. The reactor building purge was in service during the time

 .                         this system was not capable of performing its function, inspection of the filter holders was not part of a periodic surveillance.

ACIlONS_TAKEN The filter holder was immediately re-installed, restoring the PASS to operable. 4 routine inspection of the PASS system to verify the filter holders are in place nas been implemented.
