Dear Mr. Denton:

Carolina Power k Light Company submits WCAP-1168, "RCS Flow Uncertainty for Shearon Harris Nuclear Power Plant, Unit 1" (Proprietary). This report is submitted to support Shearon Harris Nuclear Power Plant (SHNPP) Technical Specification 3/0.2.3.

This information will require a change to the SHNPP Safety Evaluation Report Section 0.0.3.1 (NUREG-1038).

Also, enclosed is a Westinghouse authorization letter (CAW-86-052) and Proprietary Information Notice. The attached information is proprietary to Westinghouse Electric Corporation; this is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in Paragraph (b)(0) of 10 CFR 2.790.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR 2.790.

Correspondence with respect to the proprietary aspects of the Application of Withholding or the supporting Westinghouse affidavit should reference CAW-86-052 and should be addressed to Mr. R. A.
