Enclosed please find

1. Application for amendment to the above operating license. The amendment would revise Specification 3/4.3.4 by eliminating monthly testing of low pressure turbine reheat stop and intercept valves.

This change has been reviewed by the OSC and ORC and was determined to be safe and~does not involve an unreviewed safety question.

2. Documents designated Attachments A, B, and C which set forth the change in Technical Specifications, the safety analysis, including the no significant hazard evaluation, and the replacement Technical Specification pages.
3. Additional information designated Attachments D, E, F, and G which set forth the Updated Final Safety Analysis Report changes, a report on turbine component damage at Unit 1, a report on moisture separator reheater status, and an analysis of the probability of a nuclear turbine reaching destructive overspeed.

APPLICATION FOR AMENDMENT i- TO OPERATING LICENSE Pursuant. to Section 50.90 of the regulations of the U.S.

Nuclear Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications set forth in Appendix A of the above referenced license be amended to eliminate monthly-testing of low pressure turbine reheat stop and intercept valves.

The proposed Technical Specification changes are set forth in i Attachment A to this Application. A Safety Analysis and No Significant Hazard Evaluation is set forth in Attachment B. ,

Replacement pages for the Technical Specifications are contained l in Attachment C.  !

t Based on the guidance provided by the Commission, the proposed l changes have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.

WHEREFORE, Applicant respectfully requests that Appendix A to this Operating License be amended in the form attached hereto as Attachment A. ,
