I ENCLOSURE 1 NOTICE OF VIOLATION South Carolina Electric and Gas Company Docket No. 50-395 V. C. Summer Nuclear Station License No. NPF-12 The following violation was identified during an inspection conducted on July 1-31,1986. The Severity Level was assigned in accordance with the Enforce-ment Policy (10 CFR Part 2, Appendix C).

Technical Specifications 3.7.10 requires fire barrier assemblies separating safety-related fire areas or separating portions of redundant systems important to safe shut-down within a fire area and all sealing devices in fire rated penetrations to be operable. The action statement permits operation with an inoperable fire barrier, provided, within one hour either, establish a continuous fire watch on at least one side of the affected

assembly, or verify the operability of the fire detectors on at least one side of the inoperable assembly and establish an hourly fire watch patrol.

The requirements are implemented in operations standing instruction SI86-03, Hourly Fire Watch Patrol.

Contrary to the above, on July 17, 1986, while fire barriers were inoperable, the licensee identified that numerous hourly fire watch patrols over a period from June 26, 1986 to July 17, 1986 had not been performed.

This is a Severity Level IV violation (Supplement I).

i Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for

! the violations if admitted; (3) the corrective steps which have been taken and l the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10'CFR 2.790(d) or 10 CFR 73.21.
