SUBJECT:

SUMMARY

OF DECEMBER 12, 2007, MEETING WITH TENNESSEE VALLEY AUTHORITY ON RECONSTITUTION OF THE LICENSING BASIS FOR WATTS BAR UNIT 2 (TAC NO. MD6311)

On December 12, 2007, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the reconstitution of the licensing basis and the content of TVA's forthcoming regulatory framework document for Watts Bar Unit 2. A list of attendees is provided as Enclosure 1.

The applicant provided an overview of the licensing history of Watts Bar Unit 2. The applicant described the development logic used for identifying open items and the alignment of the logic with the applicable Staff Requirements Memorandum. The applicant also provided some examples of the type of information and level of detail that will be in cluded in the regulatory framework letter. The meeting handout is contained in Enclosure 2.

The NRC staff described its planned approach to identifying topics for additional technical review. After some discussion, it was concluded that the applicant's and the staff's approaches were not in conflict with each other. A graphical depiction of the staff's planned approach is included in Enclosure 3.

The applicant confirmed its intent to submit the regulatory framework letter by January 31, 2008.

The applicant also confirmed its intent to submit a red-line version of the Final Safety Analysis Report for Units 1 and 2 by January 31, 2008. Additionally, the applicant stated its intention to submit a request for an extension of the Watts Bar Unit 2 construction permit in the first quarter of 2008.

The staff encouraged TVA to carefully consider the need for a revision to the Physical Security Plan to support construction activities. If a revision requiring staff approval is needed, TVA should submit the request promptly to allow adequate time for staff review.

No commitments were made by the applicant. No regulatory decisions were made at the meeting.
