SUMMARY
OF APRIL 28, 2021, MEETING WITH TENNESSEE VALLEY AUTHORITY RELATED TO A PLANNED LICENSE AMENDMENT REQUEST FOR WATTS BAR NUCLEAR PLANT, UNITS 1 AND 2, TO REMOVE FROM TECHNICAL SPECIFICATIONS REDUNDANT UNITS OF MEASUREMENT FOR CONTROL ROOM RADIATION MONITORS (EPID L-2021-LRM-0042)
On April 28, 2021, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA, the licensee) and the licensees contractor Enercon via teleconference. The purpose of the meeting was to discuss a planned license amendment request for Watts Bar Nuclear Plant (Watts Bar),
Units 1 and 2, to remove from Technical Specifications (TSs) redundant units of measurement for control room radiation monitors. The amendment would facilitate future replacement of obsolete radiation monitoring equipment. The meeting notice and agenda, dated April 16, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21117A158. A list of attendees is provided as an enclosure.
The licensee presented information (ADAMS Accession No. ML21117A072) on the planned content, timing, and necessity of the amendment request. Specifically, the planned amendment would revise Watts Bar, Units 1 and 2, TS to delete the counts per minute (cpm) redundant unit of measurement associated with the trip setpoints of TS Table 3.3.6-1, Function 3, Containment Purge Exhaust Radiation Monitors, and TS Table 3.3.7-1, Function 2, "Control Room Radiation Control Room Air Intakes." The licensee plans to retain the existing microcuries per cubic centimeter (Ci/cc) unit of measure within TS for these specific TS Functions. Because the output units of cpm are specific to the currently installed obsolete radiation monitoring equipment, this planned amendment would facilitate future replacement with available equipment that outputs the Ci/cc unit of measure.
The NRC staff queried the licensee what the make/model and calibration process consisted of for the existing radiation monitors and whether future monitors would be described in the planned submittal. The licensee provided the current make/model of the installed radiation monitors, but stated that future radiation monitors have not yet been procured, but that the specifics were outside of the subject submittal as the licensee design change process would be implemented during future procurement to ensure compliance with the TS. The NRC staff also queried whether changes were needed to procedures associated with applicable Surveillance Requirements as part of the planned TS revision. The licensee responded that procedure changes would not be necessary. Finally, the licensee stated that they planned to submit the amendment request on or around May 28, 2021, with requested approval by May 28, 2022.
