SUMMARY

OF OCTOBER 10, 2019, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A PLANNED LICENSE AMENDMENT REQUEST FOR WATTS BAR NUCLEAR PLANT, UNITS 1 AND 2 (EPID L-2019-LRM-0066)

On October 10, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA or the licensee). The purpose of the meeting was to discuss TVAs planned license amendment request (LAR) to revise Watts Bar Nuclear Plant, Units 1 and 2 (Watts Bar 1 and 2), Technical Specification (TS) 3.3.5, Loss of Power (LOP) Diesel Generator (DG) Start Instrumentation.

TVA began its presentation by providing an overview of its planned LAR. The licensee stated that during the implementation of the August 27, 2019, unbalanced voltage protection amendments (ADAMS Accession No. ML18277A110), it identified three incorrect instrument values in the Watts Bar 1 and 2 TS Table 3.3.5-1, LOP DC Start Instrumentation. Specifically, the incorrect values pertained to Function 5, 6.9 kV [kilovolt] Emergency Bus Undervoltage (Unbalanced Voltage). The licensee stated that the incorrect values were a result of a transcription error when preparing the unbalanced voltage protection LAR, and that the correct values are contained in the calculation used to support that amendment request. Further, the incorrect values would result in a nonconservative TS should they be implemented, as approved. Therefore, the purpose of the planned amendment request is to correct those values.

The licensee described the timeline for its planned submittal. Based on an implementation due date of December 25, 2019, for the unbalanced voltage protection amendments, the licensee planned to submit its LAR by October 18, 2019, and request approval by December 13, 2019, but that the submittal date might slip by as much as a week. The licensee stated that the basis for the expedited review is to correct the values prior to completing the implementation of the unbalanced voltage protection amendments. The licensee stated that it had considered requesting an extension of the implementation deadline for the unbalanced voltage protection amendments, but that it would have had to address Watts Bar 2 License Condition 2.C(5).

License Condition 2.C(5) requires TVA to report to the NRC by December 31, 2019, that the actions to resolve the issues identified in Bulletin 2012-01, Design Vulnerability in Electric Power System (ADAMS Accession No. ML12074A115), have been implemented at Watts Bar 2.

The licensee asked the NRC staff if it needed the calculation supporting the unbalanced voltage protection amendments to be submitted as part of the planned LAR. The NRC staff stated that it did not need the calculation submitted as part of the request and that if the staff determined later that it needed to review the calculation, it would request it through the appropriate mechanism. Regarding the request for an expedited review, the NRC staff stated that it would make a determination about whether it could support an accelerated timeline at the time that the LAR was submitted. The NRC staff stated that such an expedited review would be challenging based both on staff resources and time inherent to the process. The NRC staff specifically mentioned its obligations under Section 50.91 of Title 10 of the Code of Federal Regulations (10 CFR) and Section 2.105 of 10 CFR 2.105, and their respective timelines.

No members of the public were in attendance and no comments or public meeting feedback forms were received. No regulatory decisions were made at this meeting.
