OF SEPTEMBER 11, 2019, PRE-APPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A PLANNED LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION 3.6.15 CONDITION BAND SURVEILLANCE REQUIREMENT 3.6.15.1 (EPID L-2019-LRM-0060)
On September 11, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss TVA's plans and schedule related to the proposed submittal of a license amendment request (LAR) for the Watts Bar Nuclear Plant, Units 1 and 2. The licensee specified that the proposed LAR would revise Technical Specification (TS) 3.6.15 Condition B and Surveillance Requirement (SR) 3.6.15.1 to resolve a non-conservatism attributed to the note for TS 3.6.15 Condition B.

TVA submitted presentation slides (ADAMS Accession No. ML19252A052). During the meeting, TVA provided an overview of the proposed LAR and the reason for revised TS 3.6.15.
This included the basis for the proposed change to SR 3.6.15.1. The licensee presented background information detailing how the non-conservatism of TS 3.6.15 Condition B was identified. Specifically, the NRC staff identified in an earlier inspection report (ADAMS Accession No. ML16098A323) that the annulus pressure requirement was not applicable during venting operations, required annulus entries, or Auxiliary Building isolations not exceeding 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> in duration. Accordingly, the licensee discussed how the non-conservatism would be addressed as part of the proposed LAR. The licensee specified that the proposed LAR would revise the Shield Building annulus pressure to be consistent with the Watts Bar Nuclear Plant dual-unit updated final safety analysis report.
The NRC staff asked clarifying questions regarding certain aspects of the methodology, and specifically, what assumptions were used in the analysis. The NRC staff asked the licensee to consider what type of information would be provided in the submittal. The staff stressed the need for the licensee to ensure that enough detail is provided in the submittal to support the conclusions reached in the analysis and the basis for the SR change.
No regulatory decisions were made, no regulatory positions were communicated, and no actions were identified as a result of this meeting. One member of the public was in attendance for the meeting; no public meeting feedback forms were received.
