SUMMARY
OF JULY 1, 2019, PRE-APPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A PLANNED LICENSE AMENDMENT REQUEST TO IMPLEMENT A FULL SPECTRUM LOSS-OF-COOLANT ACCIDENT (LOCA) EVALUATION METHODOLOGY AND ELIMINATE TPBAR POST-LOCA FAILURE ASSUMPTIONS (EPID L-2019-LRM-0036)
On July 1, 2019, a Category 1 partially closed public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss TVAs plans and schedule related to submittal of a license amendment request (LAR) for the Watts Bar Nuclear Plant, Units 1 and 2 (Watts Bar). The licensee specified that the planned submittal would request approval for implementation of the full spectrum loss-of-coolant accident (FSLOCA) analysis methodology and eliminate tritium producing burnable absorber rods (TPBAR) post-LOCA failure assumptions. The meeting notice and agenda, dated June 20, 2019, are available in the Agencywide Documents Access and Management System under Accession No. ML19182A138. A list of attendees is enclosed.
During the public portion of the meeting, TVA provided an overview of the proposed LAR to discuss how it plans to implement FSLOCA. The licensee specified that using the FSLOCA methodology would allow the licensee to change the post-LOCA criticality assumption for TPBAR rupture and its consequent effect of lithium loss. The licensee discussed with NRC staff its proposed changes to the technical specifications and the license condition. The licensee also specified similarities between the LOCA analysis in the proposed LAR and that performed in support of the FSLOCA methodology for a previous Diablo Canyon Nuclear Power Plant submittal.
The secondary portion of the meeting was closed to members of the public, as it included a discussion of proprietary information. During this portion of the meeting, the licensee provided the results of analyses performed in accordance with Title 10 of the Code of Federal Regulations Section 50.46 regarding the evaluation of FSLOCA and the TPBAR structural integrity. The licensee also stated that a coding error was recently identified in the LAR. The licensee informed NRC staff that it does not expect this coding error to significantly impact the conclusions in the proposed Watts Bar LAR. However, addressing the error could result in a delay of the licensees submittal. NRC staff asked questions regarding certain aspects of the FSLOCA methodology and also asked the licensee to provide more detail concerning its post-LOCA criticality analysis. NRC staff stressed the need for the licensee to ensure that enough information is provided in the submittal to support the basis for the conclusions reached in the analyses. The staff asked additional clarifying questions regarding the methodology and provided observations on key issues (i.e., timing, quality, etc.) that could impact review of the licensees submittal.
No regulatory decisions were made and no actions were identified as a result of this meeting.
No members of the public were in attendance for the meeting; no public meeting feedback forms were received. Representatives from the Department of Energy were in attendance and expressed their appreciation for the NRCs efforts to support such amendments and also expressed their support for the LAR, because it has national security interest in support of the production of TPBARs.
