SUMMARY

OF SEPTEMBER 12, 2019, PRE-APPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A PLANNED LICENSE AMENDMENT REQUEST TO REMOVE THE TECHNICAL SPECIFICATION REQUIREMENT TO SURVEIL THE AUTOMATIC TRANSFER FROM A UNIT SERVICE STATION TRANSFORMER TO COMMON SERVICE STATION TRANSFORMER A OR B (EPID L-2019-LRM-0038)

On September 12, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss TVAs plans and schedule related to the proposed submittal of a license amendment request (LAR) for the Watts Bar Nuclear Plant, Units 1 and 2. The licensee specified that the proposed LAR would remove the current technical specification (TS) requirement to surveil the automatic transfer from a unit service station transformer to common service station transformer A or B at the associated unit board (i.e., TS Surveillance Requirement 3.8.1.22). The meeting notice and agenda, dated August 29, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19241A553. A list of attendees is enclosed.

TVA submitted presentation slides (ADAMS Accession No. ML19298A004). During the meeting, TVA provided an overview of the proposed LAR and the basis for the request to remove the TS requirement for verifying the automatic transfer from the unit service station transformer to common service station transformer A or B, as this feature will no longer be relied upon for operability of an offsite circuit. The licensee discussed background information for an NRC violation regarding the A and B common service station transformer and the adequacy of the offsite electrical system (ADAMS Accession No. ML19231A179). The licensee specified, as part of its presentation, that the automatic transfer to the alternate source in the proposed configuration is not required to comply with General Design Criteria (GDC) 17, Electric Power Systems, of Appendix A to Title 10 of the Code of Federal Regulations Part 50, General Design Criteria for Nuclear Power Plants.

The NRC staff asked clarifying questions regarding the overall methodology and certain aspects of the licensees offsite electrical power design. Specifically, the staff asked the licensee for information pertaining to future alignment options that the licensee may consider as qualified GDC 17 sources. The NRC staff asked the licensee to consider what type of information would be provided in the submittal. Staff also stressed the need for the licensee to ensure that enough detail is provided in the submittal to support the conclusions reached in the analysis.

No regulatory decisions were made, no regulatory positions were communicated, and no actions were identified as a result of this meeting. No members of the public were in attendance for the meeting; no public meeting feedback forms were received.
