OF OCTOBER 24, 2023, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING PROPOSED LICENSE AMENDMENT REQUEST FOR WATTS BAR NUCLEAR PLANT, UNITS 1 AND 2, AND SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 TO REVISE FUNCTION 5, TURBINE TRIP AND FEEDWATER ISOLATION, IN TECHNICAL SPECIFICATION TABLE 3.3.2-1, ESFAS [ENGINEERED SAFETY FEATURE ACTUATION SYSTEM] INSTRUMENTATION (EPID L-2023-LRM-0083)
On October 24, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with Tennessee Valley Authoritys (TVA) representatives. The purpose of the meeting was to discuss a proposed license amendment request (LAR) for Watts Bar Nuclear Plant (Watts Bar), Units 1 and 2, and Sequoyah Nuclear Plant (Sequoyah), Units 1 and 2. The meeting notice and agenda, dated October 10, 2023, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML23291A256. TVA's slides for the meeting are available at ADAMS Accession No. ML23291A156. A list of participants is provided as an enclosure to this summary.
TVA expressed its intention to submit an LAR package that would add a new note to Sequoyah Units 1 and 2 and Watts Bar Units 1 and 2 Technical Specification (TS) 3.3.2, Engineered Safety Feature Actuation System (ESFAS) Instrumentation, Table 3.3.2-1, Function 5, Turbine Trip and Feedwater Isolation, for Modes 1, 2, and 3 regarding the turbine stop valves or governor valves. Adding the new note will avoid unnecessary entry into the limiting condition for operation 3.0.3 if the turbine stop valves or governor valves are already closed in the required turbine trip condition and are incapable of opening.
The proposed license amendment would add the following note to Sequoyah Units 1 and 2, and Watts Bar Units 1 and 2, TS 3.3.2, Table 3.3.2-1, Functions 5a and 5b for Modes 1, 2, and 3:
Turbine trip function is not required when all turbines stop valves or governor valves are closed and are incapable of opening.
The remaining footnotes in TS 3.3.2, Table 3.3.2-1 will be renumbered accordingly.
The NRC staff asked clarifying questions regarding the reason for planned submittal. TVA provided satisfactory answers to the NRC staffs questions and indicated that they would consider adding additional information to clarify and support the submittal.
No regulatory decisions were made at this meeting. There were no members of the public in attendance.
