SUBJECT:

Summary of November 13, 2007, Meeting With Tennessee Valley Authority on Use of Eagle 21 (TAC NO. MD6311)

On November 13, 2007, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Tennessee Valley Authority at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the use of Eagle 21 at Watts Bar Unit 2. A list of attendees is provided as Enclosure 1.

The applicant provided an overview of the system and their reasons for using the Eagle 21 system at Watts Bar Unit 2. The applicant described the regulatory history and operating experience for the system. The applicant also described the design specifications and vendor product support. The meeting handout is enclosed.

The staff reminded the applicant of the guidance applicable to cyber-security concerns. The staff also questioned the applicant regarding their proposed setpoint methodology and software quality assurance program. The applicant provided a description of their setpoint methodology controls and their software quality assurance program, both of which are similar to that currently in use at Watts Bar Unit 1.

The applicant agreed to supply schedule information regarding the factory acceptance test for the Eagle 21 equipment and also schedule information regarding the removal of the existing Foxboro equipment.

No members of the public were in attendance.

No commitments were made by the applicant. No regulatory decisions were made at the meeting.
