SUMMARY
OF AUGUST 19, 2019, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING REQUEST TO ADOPT TSTF-500, "DC ELECTRICAL REWRITE-UPDATE TO TSTF-360" (EPID L-2018-LLA-0494)
On August 19, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (the licensee). The purpose of the meeting was to discuss technical issues pertaining to the licensee's request to adopt Technical Specifications Task Force (TSTF) Traveler, TSTF-500, "DC [Direct Current] Electrical Rewrite - Update to TSTF-360," at Watts Bar Nuclear Plant, Units 1 and 2 (Watts Bar), dated November 29, 2018, as supplemented by letter dated June 7, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML 1.8334A389 and ML19158A394, respectively). The meeting notice and agenda, dated August 8, 2019, are available at ADAMS Accession No. ML19221B313. A list of attendees is enclosed.
The licensee provided a draft of its intended responses to the NRC staff's request for additional information (ADAMS Accession No. ML19227A093) for discussion in the teleconference. The licensee stated it intends to propose a change to Technical Specification (TS) 3.8.4, "DC Sources - Operating," Condition F. The proposed change to Condition F would result in the associated diesel generator being immediately declared inoperable in the event that one or more diesel generator DC battery chargers in a redundant train become inoperable. Absent the proposed revision to Condition F, the licensee would be required to enter TS Limiting Condition for Operation 3.0.3 in the event that one or more diesel generator DC battery chargers in a redundant train becomes inoperable, which would require the plant to initiate a shutdown within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />. The licensee stated that those actions would be more restrictive than those required per TS 3.8.1, "AC [Alternating Current] Sources - Operating," for one or more inoperable diesel generators.
The'staff noted that the licensee's proposed responses contained quoted text from a safety evaluation for another licensee. The staff stated that the quoted text was unnecessary, as the supporting basis should be plant-specific. Additionally, the staff stated that it would need to evaluate whether the proposed change would fall within the scope of the Notice of Consideration of Issuance published in the Federal Register on June 18, 2019 (84 FR 28348),
or if a new notice would need to be issued.
No members of the public were in attendance; no comments or public meeting feedback forms were received. No regulatory decisions were made at this meeting.
