SUMMARY

OF JULY 18, 2019, PRE-APPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A PLANNED LICENSE AMENDMENT REQUEST FOR APPROVAL TO IMPLEMENT A MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE (EPID L-2019-LRM-0037)

On July 18, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss TVAs plans and schedule related to the proposed submittal of a license amendment request for Watts Bar Nuclear Plant, Unit 2, to implement a measurement uncertainty recapture (MUR) power uprate. The meeting notice and agenda, dated July 10, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19191A253. A list of attendees is enclosed.

The licensee submitted presentation slides (ADAMS Accession No. ML19197A093). During the meeting, TVA provided an overview of the proposed license amendment request for the MUR.

The licensee discussed the currently licensed Unit 2 core rated thermal power and how the initial plant completion design and analysis conservatively incorporated anticipated MUR power uprate requirements and conditions for major plant design, construction, and analysis activities.

The licensee provided information regarding the methodology used in additional comprehensive engineering analysis required to support the power uprate. During the meeting, the licensee also discussed a proposed revision to the core operating limits report to support the MUR.

The NRC staff asked clarifying questions regarding certain aspects of the methodology used to support the power uprate and provided observations on key issues (i.e., timing, quality, etc.) that could impact review of the submittal. In addition, the NRC staff suggested that the licensee submit the application on the bases of NRC-approved industry guidance as set forth in NRC Regulatory Information Summary 2002-03, Guidance on the Content of Measurement Uncertainty Recapture Power Uprate Applications (ADAMS Accession No. ML013530183).

The NRC staff stressed the need for the licensee to ensure that enough information is provided in the submittal to support the basis for the conclusions reached in the analysis. Specifically, the application should provide the bases for any current analysis of record(s) that supports the requested increase in the Unit 2 rated thermal power.

No regulatory decisions were made, and no actions were identified as a result of this meeting.
