SUMMARY

OF DECEMBER 15, 2020, TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY REGARDING PLANNED LICENSE AMENDMENT REQUESTS RELATED TO THE WATTS BAR, UNIT 2, STEAM GENERATOR REPLACEMENT (EPID L-2020-LRM-0106)

On December 15, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public teleconference with representatives of Tennessee Valley Authority (TVA).

The purpose of the call was for TVA to inform the NRC staff of the scheduling for four planned license amendment requests (LARs) that are planned to support the steam generator (SG) replacement project at Watts Bar Nuclear Plant (Watts Bar), Unit 2.

The meeting notice and agenda, dated November 4, 2020, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML20349A313. TVAs presentation slides for the meeting are available at ADAMS Accession No. ML20345A026. A list of participants is enclosed.

TVA plans to replace the SGs at Watts Bar, Unit 2, which have Alloy 600 mill annealed tubing with SGs that have Alloy 690 thermally treated tubing. The replacement SGs are currently on-site and are in protected storage. TVAs current schedule for SG replacement activities is during the Watts Bar, Unit 2, fall 2023 refueling outage (U2R5). TVA is also evaluating an earlier replacement during the spring 2022 refueling outage (U2R4).

TVA stated that four separate LARs are planned in support of the replacement project, and they are similar in nature to those that were submitted for the Watts Bar, Unit 1, SG replacement project. The four planned LARs are as follows:

SG tube rupture accident dose design basis change, which will change the Updated Final Safety Analysis Report, Tables 15.5-18 and 15.5-19; SG water level change, which will change the Watts Bar, Unit 2, Technical Specification (TS) 3.4.7.b, and TS Surveillance Requirements 3.4.5.2, 3.4.6.3, and 3.4.7.2; SG program changes, which will revise Watts Bar, Unit 2, TS 3.4.17, 5.7.2.12, and 5.9.9 to remove certain inspection and repair provisions that are only applicable to Alloy 600, and delete the allowance to use PAD4TCD to establish core operating limits from Watts Bar, Unit 2, license condition 2.C.(4); and Watts Bar, Unit 1, TS 3.7.12 change to facilitate the use of the temporary auxiliary building secondary containment enclosure door during the replacement outage.

TVA plans to submit the LARs no later than March 1, 2021, and will request approval within one year of the submittals, depending on the schedule for the SG replacement project. TVA has requested a subsequent meeting, currently planned for January 21, 2021, to provide details on each of the four LARs. The NRC staff asked what date TVA would request for approval if the date for the SG replacement occurs sooner than April 2022. TVA responded that, in that case, it would request approval of the LARs one month in advance of the scheduled outage.

No comments or public meeting feedback were received. No regulatory decisions were made during this meeting.
