OF JUNE 9, 2022, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A PROPOSED LICENSE AMENDMENT REQUEST RELATED TO LOW TEMPERATURE OVERPRESSURE SYSTEM AND COLD OVERPRESSURE MITIGATION SYSTEM FOR SEQUOYAH AND WATTS BAR NUCLEAR PLANTS (EPID L-2022-LRM-0040)

On June 9, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff conducted an observation meeting with representatives of the Tennessee Valley Authority (TVA). The purpose of the meeting was to discuss TVAs proposed license amendment request related to the low temperature overpressure system at Sequoyah Nuclear Plant (Sequoyah), Units 1 and 2, and the cold overpressure mitigation system at Watts Bar Nuclear Plant (Watts Bar), Units 1 and 2.

The meeting notice and agenda, dated May 19, 2022, are available at Agencywide Documents Access and Management System (ADAMS) Acce ssion No. ML22139A021. TVAs presentation slides for the meeting are available in ADAMS (ML22157A413). A list of participants is enclosed.

TVA stated that it plans to request an amendment to the operating licenses for Sequoyah, Units 1 and 2, and Watts Bar, Units 1 and 2, to revise Technical Specification 3.4.12, Low Temperature Overpressure Protection (LTOP) System, and Technical Specification 3.4.12, Cold Overpressure Mitigation System (COMS), respectively. The proposed amendments will add a note to the respective technical specifications to allow the operation of one safety injection pump (SIP) capable of injecting into the reactor coolant system (RCS) during Modes 5 or 6 with the pressurizer manway cover removed. The reasons for the request are to provide flexibility in critical path scheduling during outages and to enable specialized outage resources to be released from the outage project more rapidly since outage resources are often shared between the two plants.

TVA explained that to preclude the need for a redesign of the LTOP/COMS, which would require reanalysis and possibly a change in setpoints for the power-operated relief valves (PORVs), the RCS can be vented to the containment atmosphere via the pressurizer manway for the duration that the SIP will be capable of injecting into the RCS. TVA performed an analysis to demonstrate that the pressurizer manway opening is capable of relieving the mass input transient of the charging pump and SIP. TVA concluded that the proposal to operate the safety injection pump during the applicable modes for LTOP/COMS will not require a redesign of the systems nor the PORV setpoints.

TVA plans to submit the license amendment request by July 21, 2022, and will request approval by July 2023.
