SUMMARY

OF DECEMBER 11, 2008, MEETING WITH TENNESSEE VALLEY AUTHORITY ON STATUS OF CONSTRUCTION AND LICENSING ACTIVITIES (TAC NO. MD6311)

On December 11, 2008, a Category 3 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Tennessee Valley Authority (TVA, the licensee) at Roane State Community College in Harriman, Tennessee. The purpose of the meeting was to (a) discuss the status of the construction and licensing of Watts Bar Nuclear Power Plant Unit 2 (WBN-2), (b) update the public about the NRCs licensing and inspection processes being applied to the WBN-2 project, and (c) provide information on how the NRC will monitor and the public can participate in those processes. A list of attendees is provided as .

As delineated in its handout slides (Enclosures 2 and 3), the NRC staff presented information regarding the licensing and inspection processes to be implemented by the NRC. In this regard, the staff from the Office of Nuclear Reactor Regulation (NRR) provided the current status of its review of the operating license application and explained the focus of the review, the scope of remaining technical reviews, and the extension of the latest construction completion date in the construction permit. The NRR staff also discussed future noticing in the Federal Register of an additional opportunity for hearing related to the review of the operating license application and how the public can become involved in the process. The staff from the NRCs Region II Office provided a discussion of its construction inspection organization, a description of the inspection program being implemented at WBN-2, and the process for assessment of program results.

The licensee presented information about the WBN-2 construction completion project in its handout slides (Enclosure 4). In addition to information about the status of the WBN-2 Integrated Schedule, TVA discussed the details about the engineering, procurement, construction and refurbishment activities along with the status of its quality assurance and safety conscious work environment programs.
