Dear Sir:

The referenced letter, which transmitted the subject inspection report, requested that UNC Naval Products describe the actions being taken to improve the effectiveness of our Management Control Systems relative to the packaging of low level radio-active wastes for shipment.

We are very concerned with the situation discussed in the report, and have taken strong action to assure that essential Management controls have.-been strengthened such that there are no similar' occurrences in the future. These actions, which include assignment of new, experienced management personnel to those activities involved in waste packaging and shipment, are

! discussed in detail in the attachment to this letter.

We feel that you will find these actions to be appropriately responsive to this matter.

in a shipment of low level waste to Chem-Nuclear Systems, Inc.

in South Carolina was found to have a hole in it. We are very concerned that this condition was not detected by UNC Naval Products personnel, and have taken several corrective actions to preclude recurrence.

Actions relative to strengthening Management Control Systems include:

1. establishment of a waste packaging and shipment oversight function in our Nuclear Material Control Department. A senior individual with extensive experience in this area has been transferred into NMC to perform this function, which includes overview of all waste packaging and shipment procedures and systems, personnel training and review of actual packaging and inspection operations.
2. effective July 1, 1985, the assignment of a Waste Packaging Supervisor, who also has extensive experience in this area. This individual will have specific responsibility for supervision of the preparation and packaging of these materials prior to shipment to burial.

In addition, the following actions have been taken relative to the actual details of material packaging and the factors which contributed to the condition found in the drum in question:

a. . improved quality containers are now required for all packaging of low level waste materials, and
b. the packaging " route card" (container specification and inspection report) has been modified to place additional emphasis on container inspection.

We are confident that the above actions will assure that there are no recurrences of the condition noted in the subject inspection report.
