SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON DECEMBER 5, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on December 5, 2019. The purpose of the meeting was to discuss draft LAR-19-020, Cyber Security Plan [CSP] Changes, LAR-19-018, PCS [Passive Containment Cooling System] Wetted Perimeter Test Modification, and LAR 009, Automatic Depressurization System and Core Makeup Tank Design Parameters.

The meeting notice can be found in Agencywide Documents Access and Management System (ADAMS) Accession No. ML19294A064. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. Enclosure 3 documents the non-public discussion for draft LAR-19-020. V. Hall Summary of Meeting:

Pre-submittal Meeting on LAR-19-020: Cyber Security Plan Changes Staff from the NRC discussed a draft amendment request (LAR-19-020) with SNC. The draft LAR would propose changes to the Vogtle Electric Generating Plant (VEGP) Units 3 and 4 CSP to identify the VEGP Units 1 and 2 CSP for cyber security protection of digital assets in systems common to VEGP Units 1 through 4, to align language in the VEGP Units 3 and 4 CSP with the corresponding elements of the NRC-endorsed CSP template in Nuclear Energy Institute (NEI) 08-09, Revision 6 (including Addendum 1), and to enhance certain controls for the protection and safety monitoring system. SNC noted that there is no reduction in effectiveness of the CSP for any of the proposed changes on any of the VEGP units.

At the conclusion of the open portion of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.

The public portion of this topic was concluded and then a closed meeting was conducted to discuss security-related information. During the closed portion, the NRC and SNC discussed specifics of the draft LAR which is documented in Enclosure 3 of this document (non-public).

Discussion on LAR-19-018: PCS Wetted Perimeter Test Modification Staff from the NRC discussed LAR-19-018 with SNC. The discussion focused around how the NRC can confirm that changing the location for measuring the wetted perimeter verifies that the area wetted by the PCS water flow is consistent with the wetted surface area assumed in the analysis. SNC responded that WCAP-15846, WGOTHIC Application to AP600 and AP1000, Revision 5 documents the analysis and modeling of a minimum 90% coverage at locations starting below the 2nd weir (approximately 269 ft). SNC also noted that the analysis includes discussion regarding surface imperfections and flow rates. SNC noted the analysis in WCAP-15846 supports moving the measurement point from the spring line (approximately 244 ft.) to anywhere between the spring line and 266 ft.

The NRC took an action to review WCAP-15846, Revision 5 to confirm the discussion.

At the conclusion of the presentation, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.

Discussion on LAR-19-009: Automatic Depressurization System and Core Makeup Tank Design Parameters Staff from the NRC discussed LAR-19-009 with SNC. Specifically, the NRC staff had a concern regarding the removal of surveillance requirement (SR) 3.5.2.2 which verifies the borated water volume in each core makeup tank is greater than or equal to 2487 cu. ft. The NRC staffs concern is that with the current as-built configuration of the plant, there is a period of time when the tank level is indeterminate and compliance with the accident analysis can not be verified.

SNC discussed that this may be the case; however, the design of the plant and the mechanisms where level could fall below 2487 cu. ft. make the scenario unlikely.

The staff requested SNC consider providing a supplement to the LAR which documents the plant design, draining mechanisms, and other Technical Specification conditions which would alleviate the concern of having a limited time period where the tank level is indeterminate.
